We hired a scooter, which is not really necessary but it was fun! Its best when its a clear day though, the view form the top of the pagoda is really awesome. Although there are mega load of stairs to walk up, its work the trek up to get the panoramic views from the top! I would choose to do this rather than going up with gondola.
When we went, there were only a few other tourist. That fact alone made this place great. You drive part way up the hill and park in a small parking lot. You then have a short hike the rest of the way. The view from the grounds is great, but the view is even better from the top of the pagoda. Because we are as mature as 3rd graders we thoroughly enjoyed banging the gong at the top of the pagoda over and over again. The distinctive sound adds to the beauty of the place. Oh, and it's free.
Climbing to the Pagoda is not very easy. after a few minutes of climbing you get into the stairs. From there you have 570 meters to climb. While it is somehow disapointing that the view toward the Sun Moon Lake from the top is very limited the pagoda itself is very nice and worth the effort.a few tips:- there isn't a facility to purchase waters / other drinks in the top, so take water with you- do not expect to get into the Pagoda, it is closed- late afternoon seems the best time to visit
