Not only do you have the best view of the city, but you can also ask the military to visit the fort. São João Baptista Fort is a fine example of XVI century military engineering.
I was advised to go to Monte Brasil. It is a must go place, moreover if you leave your car behind. Take a few hours and enjoy this fine piece of Nature.
Beautiful view on the whole island, especially on Angra do Heroismo. Do not hesitate to go to the tourism office to get a map on the circuit.
When the sky is clear, you can spend the day exploring Monte Brasil. Many points of view over the city and the ocean. There's even picnic areas and barbecues!

Great view of the city from here. Some interesting monuments from the war area. There is not a lot to see, we where there for about 30mins or so.
If you feel energetic, walk up Monte Brasil and see some great views of Angra and the coastline. Not too arduous if taken slowly. Parts used by the adjoining military barracks for weapons training so be prepared for a few loud noises. Lots of flowers and birds to be seen if that is your wanting. Picnic areas.
